Angela Bradby, staff coordinator of the city's Complete Count Committee organized by Mayor Coleman Young, said: "I can't confirm that number. There may be some duplication in those forms that cannot be verified." The count is crucial to Detroit, which stands to lose millions in tax income, and state and federal aid if its population dips below one million. Preliminary U.S. Census Bureau figures put the city's population at 970,156.

At the end of the week, when the Youth Corps program ends, Gause will present her forms to Bradby, who will add them to the committee's tally to be turned over to the Census Bureau next month. Bradby said her office has distribut-'ed 2,000 census forms to people who called a hot line claiming they hadn't been counted. "We haven't stopped yet," she said.
