But they disagreed at the meeting in Botswana over the type of system that would be best for South Africa's future.

Marthinus Van Schalkwyk, leader of the National Party youth delegation, told a news conference that his group argued for a market economy but the ANC delegates wanted a mixed economy to redress "historical wrongs." Raymond Suttner, a prominent white antiapartheid activist who left South Africa illegally last year, returned to a jubilant welcome from colleagues. Police followed him home but took no immediate action. fK sccuiiiy dgCUlS Will protect the presidents of the United States, BRIEFLY AP and Reuters JOHANNESBURG, South Africa President F.W. de Klerk summoned police commanders to a closed-door meeting and told them they would no longer be used to fight the government's political battles, a major newspaper reported Sunday. "We can't become embroiled in an 80-years war," de Klerk told 500 commanders about two weeks ago, the Sunday Times said.

"We will have to move toward finding solutions that are acceptable to the majority of the population." The majority of the white-run country is non-white. Anton Pretorius, a spokesman for de Klerk, confirmed that the president had addressed the police commanders, but said he could not comment on the substance of the speech. The Times report said de Klerk asked the commanders to convey his message to every member of the force. "In the past, you have been asked to handle situations that had nothing to do with ordinary crime," he reportedly said, referring to use of police to disperse protests and enforce segregation laws. "It will never again be asked of you to say to someone, 'Hey, you can't swim here because of your You will not be required to prevent people from gathering to gain support for their views." Since de Klerk announced in September that peaceful protests would be allowed, most marches and demonstrations have proceeded without serious disturbances.

But police have insisted that permission for major protests be obtained in advance, and there have been clashes in several cases where approval was not obtained. In other developments Sunday: Youth leaders from South Africa's ruling National Party agreed with their counterparts from the banned African National Congress that apartheid Suttner, a law school lecturer, was freed from jail in 1988 after more than two years in detention. No charges were filed against him. In defiance of restrictions imposed after his release, he went to Zimbabwe for an antiaparth- eid conference last year and remained abroact Colombia, Bolivia and possibly Peru in February's anti-drug summit in Cartagena, a Bogota newspaper said Sunday. The daily El Tiempo said U.S.

security officials have been arriving during the past several weeks. U.S. and Colombian officials said they have no information on such a plan but guaranteed Bush's security. The possibility that drug traffickers may carry out an attack against U.S. President George Bush during his stay in Cartagena has been a central concern in the U.S.

intelligence community. Palestinians close shops to protest killings by police JERUSALEM Stores closed in Arab East Jerusalem on Sunday to protest the killing of a Palestinian teenager and his uncle by Israeli border police. They became the 616th and 617th Palestinians killed by LONDON Viking Penguin has delayed plans for a paperback edition of "The Satanic Verses" because of the death threats against author Salman Rushdie and others, the Observer newspaper said Sunday. The publisher said it would not reveal its plans "for obvious security reasons." LONDON The Sunday Correspondent, quoting unidentified Shiite Muslim sources, said Sunday that 17 Western hostages held in Lebanon are "fit and well." The newspaper said they are kept in small groups and moved regularly from one safe house to another in west Beirut's suburbs. DHAKA, Bangladesh Around 150 people were feared drowned Sunday when an overcrowded ferry sank in a southern Bangladeshi river after colliding with another vessel, officials said.

"The state is taking this thing on like (Hazelwood) is the Green River killer," Madson said, referring to the notorious and still unidentified killer of dozens of women near Seattle. Nevertheless, the impact of the disaster could hardly have been greater.

The U.S. Fish and Wildlife Service recently estimated that although 30,000 recovered carcasses of sea-birds can be attributed to the spill, total deaths were 90,000 to 270,000. An estimated 1,000 sea otters also died. J. Although winter storms are washing some beaches clean, scientists report that oil remains below the surface and on many sheltered beaches it is congealing into asphalt.

The accident disrupted a multimillion-dollar commercial fishery, and sent political shock waves through the petroleum and shipping industries that are still being felt. Exxon Corp. says it spent $1:75 billion cleaning up the spill, which stopped the oil industry from develop ing the rich Arctic National Wildlife Refuge. And a federal "no net loss' wetlands policy advanced during the year further limits development in the region. Exxon, facing a new wave of negative publicity because of the Hazelwood trial, still must cope with up to 150 civil suits arising from the spill.

Hazelwood is also named in many of those suits. At a recent pretrial hearing, state prosecutors said they chose not to seek charges against Exxon because a federal grand jury was considering criminal charges against the corporation and federal crimes carry stiffer penalties. So far, no federal charges have been brought. Madson said he expected the Hazel-wood trial to last at least a month, much longer than the charges would normally warrant. A spokesman for prosecutor Brent Cole said jury selection alone could take a week to 10 days.

Hazelwood's trial is in marked contrast to the fate of 3rd Mate Gregory Cousins, who was in command when the tanker went aground. On Oct. 5, Cousins pleaded no contest in Seattle to Coast Guard charges that he had failed to maintain 'an accurate record of the ship's position and to make sure his steering' commands were followed in a timely manner. A Coast Guard administrative law judge suspended Cousins' mate license for nine months. UPI and Bill Dietrich of the Seattle Times contributed to this report.
