Here are the "base" Democratic vote in the 38 state Sen ate districts. A base Democratic vote under 50 percent means the district has a Republican majority. The base reflects the percentage of people voting Democrat Richard G. Wimmer; Shriner, president of steel company tic or Republican for statewide education boards.

That's a generally accepted benchmark, since most voters don't know much about those candidates and simply vote their party leaning. A Mason, Mr. Wimmer was a member of St. Nicholas Lodge 568 and Moslem Shrine Temple. As a Shriner, he helped raise money for the group's hospitals.

The goal is to draw districts with roughly the same numbers of residents, and in a way that makes geographic sense like not splitting a community in two. But it gets down to serious horse-trading between Republican and Democratic map-makers; each side negotiates as many districts for itself as possible. What's left are competitive seats those with roughly equal numbers of Republican and Democratic voters. That's less than one-third of the 148 I louse and Senate seats. Nevertheless, dozens of citizen candidates trudge knowingly each election into contests statisticians say they can't win.

Like Richard Henry and Judy Crandall. Each has about as much chance of being elected Nov. 3 as the biblical camel has in passing through the eye of a needle. Henry is a Republican running in Detroit's 10th House District, which votes more than 95 percent Democrat. Crandall is a Democrat running for state representative from Kent County's 72nd District, which votes about 75 percent Republican.

But they have ideas they think will work. Crandall, a 48-year-old J.C. Penney store clerk who graduated from Grand Valley State University with an interest in environmental science, ran for drain commissioner of her county years ago. Her platform includes a state welfare program that would run more like Franklin D. Roosevelt's Works Progress Administration, putting recipients to work on public projects.

Every drain commissioner, for example, needs people to clean out overgrown drains and ditches, she said. Henry is disappointed at such things as closed recreation centers and relatively high unemployment in his 10th District, which is bounded on the north by Eight Mile, on the south by Lyndon, on the east by rail tracks and on the west by the Lodge Freeway.
