Federal investigators say drug traffic through Nigeria has been spurred by the decline in its oil industry. Couriers have reported payments of up to $10,000 a trip, investigators say. According to the Drug Enforcement Administration, a kilo of heroin, 2.2 pounds, sells for about $135,000 wholesale and has a street value of $750,000.

The busts have included Billy Eko, chief pilot of Nigeria Airways, arrested in New York with 10 pounds of heroin in his raincoat. In November, Laura Jean Richards, 22, a secretary from Novi, was arrested at Metro after agents found nearly 3 pounds of heroin in her suitcases. Authorities say Richards free on bond had been recruited by Nigerian dealers during a trip to Thailand. LBut in 1989, a trip to the Oakland County dog pound in Auburn Hills to find a pup for a friend changed her life. just couldn't stand the fact that there" were so many nice dogs with nice personalities that were being put to sleep. Before long, Powell was visiting animal shelters every night after work and rescuing as many as eight dogs a week. She took them to veterinarians and then to a kennel, where they stayed until she could find them homes. Before long, Powell was spending half her salary on the dogs. It cost her at least $100 to save each animal and then she started paying to have the dogs neutered and spayed. Duane Lestage, owner of Arbee Kermels in Attica, said he gave Powell reduced rates for boarding.

"She has a magnetic way about her that all of a sudden you're on her bandwagon. Dealh notices all. It was seven days a week," said Moore, 52. "It got me resentful." Powell and Moore split for a week. And then she realized he was right.

She stopped her crusade to spend more time with her family and ride her horses. She decided that lobbying for neutering and spaying of animals was the best way to help them. And then this week, a phone call started it all over again. An acquaintance knew of a dog that was to be euthanized the next day. Powell decided to help.

Instead of taking one dog, she took two. The next day she went back for a third, a scruffy cockapoo that she's named Ruffles. "I can't look the other way, that's always been the problem," she said. You're on her side," he said. Powell needed all the support she could get because she couldn't stop.

Kassim Ballard, 11, and Anthony Wilks, 12, both of Detroit, were wading in the lake when they apparently stepped off into deep water, said Lt Crjig Swenson of the Washtenaw County Sheriffs Department. 'The water drops off from fairly shallow to about 15 feet pretty quickly," he said. The boys went under about 1:35 p.m. A sheriffs department dive team recovered their bodies about an hour later. In Ottawa County, DeLewis Harris, 29, and George Brown, 66, both of Muskegon Heights, drowned Thursday morning after their boat capsized in Spring Lake, officials said.

The men were fishing in the 15-foot rowboat when Harris apparently stood up to change positions. "He apparently threw his weight too far, and the boat was capsized about 11:25 a.m.," Spring Lake Officer Roger De Young said. The men wore life jackets when they were rowing but took them off to fish, he said. Neither could swim. One survivor, Clifton Sharp, 67, of Muskegon Heights, managed to swim to shore, police said.
