revenue Sec 11 Aid be it furthir enacted That the Commissioners ofthe Sinking und be hereby au thorized and directed at the commencement of eve rv quarter of the year to examine into the condi tio of rhe Treasury and the probable amount of receipts and expenditures during that quarter and if in their opinion the money in the Treasury du ring the quarter will generally exceed or fall short of seven
