Botts addressed the committee at length chiefly in opposition to the legality of the' course pursued by the Executive in issuing circulars to the collectors of the customs and in favor of an im peachment of the President He contended that the Executive had no right to prescribe the mode in which duties should be collected It was illegal and if acquiesced in the President might order a duty of 20 per cent to day and five per cent to morrow This he regarded as a grievous state of things for which there was no remedy butimpeach i the power of the House to impeach'was not resorted to in less than six months Pennsylvania Avenue would gleam with 10600 bayonets At the proper time he should make movement on the subject of impeachment and in doing so he disclaimed act ing as the counsel of the whig party 'He stood on his own responsibility and claimed the merit of ha ving been first to raise the flag of impeachment in this lie spoke for some time in abuse of the President and in denunciation of those who had charged the members of the House with a desire to elicit a con flict between congress and the Executive He re ferred to1 the action of the President on the appor tionment bill and denounced it as unconstitutional and disorganizing He had he said been charged with being a conspirator and the prime mover in all the schemes to circumvent the Executive As he understood the that the probabilities are that the Great Tariff bill with the Distribution clause appended will pass the House aboutthisday it will go tothe Sen ate and in the mean time probably on Saturday Mr Botts will bring up a resolution to impeach the President The resolution will be sustained by the whigs and the subject will be kept sufficiently alive to throw the signature of the bill into the hands of Mr Mangum There is no doubt these are the caucus arrangements at present What the cud will be God only knows The experiment of a Vice President administering the government is now to be tested I should not be surprised to find two governments in this city before one month Noth ing can avert a most lamentable state of things but the interposition of the democra's in both houses of Congress In pay the ordinary expenses of the ernment of the State by a vote of 74 to 3 following statement of the provisions contained in the bill is from the Gazette: authorizes the governor to borrow at 6 per cent for seven years the sum of $370000 to pay in terest falling due August but should he not be able to borrow the money then the Auditor Gener al is authorized to issue certificates of State stock to be given to persons entitled to interest to the amount thereof The governor is further authoriz ed to sell the stocks owned by the Commonwealth if they bring a sum which at five per cent interest would equal the dividends on the same for 1941 and if they cannot be sold within sixty days at par then the governor is authorized to exchange' any of the Bank Bridge or Turnpike stocks at par for seems to be much agitated whether or not Michigan shall be districted in time for the fall elections To do it will be necessary to call an oxtrJf session of the Legislature the peo ple be willing to be burdened with the expense of an extra session when tho object can be attained at some subsequent period without this extra ex pense and without detriment to any interest? It must not be forgotten that the taxes are already on pressive and it is fair to presume that' the people will not be satisfied with any unnecessary increase of taxation We confidently believe that our pre sent state administration will be slow to adopt any course which the interest And well being of the State does not call for that will add to the burdens of a too patient and suffering people If the election 'should not take place untibnext spring what interest would suffer? Would the peo ple or the politicians who are anxious to secure a seat in the national legislature be the losers? 1' they are elected next fall they cannot take their seats for more than a year after the election and if they are not elected till the ensuing spring will they not have ample time to prepare for the journey to Washington? If the election for members of con noe kIiaiiM he nnstnoned till snrinff a laree amount will behaved to the pcople and ho interest placed in jeopardy but the interest of wily office seekers VVCWinU lU BW Jiu CAHO WVMiWJ isU to make it necessary Thb Slave Trade Capt Borden of the whale ship Sally Ann who arrived at this port on Saturday last from St Helena has furnished us with a lst carefully compiled by a friend at that place of the slave vessels and number of slaves capt ured by vessels of war on the west coast of Africa and taken to the island of St Helena for adjudica tion and condemned at that place during the period from July 3 1840 to May 1842 It cannot but excite surprise and indignation among our readers to learn the arreat extent to which this nefarious practice is still carried on The list before us in cludes thirty two vessels having on board at the time of their capture no less than five thousand one hundred and thirty nine slaves Of these 1736 have died 1332 have been conveyed to the cape of Good Hope 542 to Demarara 120 to Jamaica 201 to Trinidad 198 have been apprenticed at St Helena and 1010 remain to be sent in accordance with their own choice to the British colonies Of the thirty four slavers 28 were captured under Portuguese co lors 2 Brazilian 1 Monte Video and 3 English Among the latter is the brig Cypher formerly of Salem Mass JYew Bedford Mercury As lofty trees not only call down refreshing show ers but also attract the lightning which destroys them so mortals who aspire to rise above the com mon level must expect to gather tempests about their heads Bay Barley Messrs Newberry Dole of Chicago as we learn from the Detroit Ad vertiser have several barrels of this grain raised at Green Bay from seed brought from Bay which becomes ripe for harvcstmg'in eight weeks af ter sown The kernels are full plump and nearly twice as large as common Barley and two crops it is said can be raised from the same ground in one season If this be true our farmers would do well to procure the seed But would it not soon degen erate in this latitude and after a succession of sea sons become so acclimated as to be no better than other Monroe Jldv irst Boat down to Independence rom a letter dated Defiance July 9 we learn that the first Canal boatby the way of the canal had reached there from Indiana and would come down to Independence that night or the following morning Thus it ap pears thot with the exception of about 20 miles the distance between Providence and Independence where the River is navigable for canal boats wo have a continuous communication from this city to Lafayette la Toledo Register Bank Items The stocks which were to have been sold on the 6th instant on account of the New York Banking Company have keen withdrawn from the market and it is understood that the circulating notes of that bank will be redeemed at par The North River Bank has commenced is siing notes under the free banking They retain in a good measure the appearance of the old notes and are beautifully got up bearing on the face the fact of being secured by New York state A Sun Tin? Harvest The farmers in this county says the Easton Md Star have nearly gotten through their harvest and we regret to say the crop is a short one A gentleman informed us that his pros pects for a thousand bushels a few weeks a go were highly flattering He does not now expect more than three hundred bushels yield The crop enerally is injured and in some sectians amounts to almost a failure and no croaking about it wish it were otherwise the practical inconvenience of the apportionment in the bill now pending before the senate oi sylvania for single districting that commonwealth?
