ESSS9 TUESDAY JANUARY 10 18C0 A IMHKH Theodore in not ill the ordinary of the term a leader of the black repub lican party but in the genuine sense he is such leader No man wore than he has moulded the sentiment and shaped the jiolicy of the black republican party ItLsiu this sense that he is a leader He announced the irrepressi ble doctrine as long ago as 1852 in hisjbrutal philippic over the dead body of Dan iel Webster lie Unis led Mr Skw ari eight years in the annunciation of that doctrine And it has been so with every other doctrine of the black republican party He may be called the avant courier of the party and he is not so far in advance of it now as lie was in 182 1 hose whom he now heralds are not eight years be hind him indeed a large element of the party is close in his rear and two or three years will bring up the remainder It will be in the future in this respect as it has been in the past hi this view it is interesting to know justwhere Mr Tiikopork stands at this time He has not left the world in the dark Since the John Brown raid he has announced the platform upon which he stands and uponwhich he Udis us all true anti slavery men must stand Here is his platform 1 A man held against his will as a slave has a natural right to kill every one who seeks to prevent his enjoyment ol lilierty 2 Il may be a natnral duty of a slave to (level op this natural right in a practical manner and actually kill all those who seek to prevent his en joyment ot lila rty 3 The freeman has a natural right to help the slaves to recover their lilau ty and in that enter prise to do tor them all which they have the right to to tor tlicinselvco 4 It may be a natural duty for the freeman to help the slaves to the enjoyment of their liberty and as a means to that eutl to aid them tu killiug all such as oppose their natural freedom 5 The peitormanee of thia duty la to lie con trolled by the fi power and opportunity to help me This is too substantially the platform of the Helper book the universal circulation of which has been recommended by sixty eight black re publican memb rs of the last Congress inclu ding William A Howard and Henry alpron and Dewitt Leach of this State and Jous A BILL TO ABOLISH TUB RANK ING PRIVILEGE The bill introduced into the Senate by Mr Powell of Kentucky for the the franking privilege strikes unfavorably As it imports it wholly nlsdisbes that privilege leaving its exercise to no officer or ex officer of the government save 'ex Presidents and such other persons as it has been conferred upon by name In lieu of the privilege each member of Congress shall receive during every session stanqisof the value of one hundred and seventy five dollars to lie paid for out of the contingent fund of each house and no letter nor document nor book nor package whatever can lie sent by any member without pre payment All matter sent to any member or officer of either bouse must be pre paid at the mailing office and so must be all matter sent to any officer of the government except officers of the Post office Department Matter sent by the President must be paid by the State Department and that by the Vice President by the Secretary of the Senate and civil and military officers in the settlement of their accounts will lie allowed the postage paid by them exclusively on official business The act to take effect on the 1st of July next The bill is in pursuance of the views of Mr Postmaster General Holt as expressed in his report It treats the several departments of the government as private individuals are treated they are required to pay their own postage It will if enacted make the Postoflice Depart ment self sustaining ami give it fresh vigor cajtecially if the more essential of the other recommendations of Mr Holt shall be adopted by Congress We trust every democratic member will vote for the bill Whether the black republican members will be willing to surrender the use of the posiotlice a a political engine remains to be seen THE SALE EOltBIDDEN The New York and New Haven Railroad Company having forbidden the sale of Helper's infamous book upon their trains the abolition ists in that quarter have undertaken to make a fuss about it We do not learn however that they have frightened the managers of the road at all though they have recommended through some of their prints that abolitionists shall take some other route between the two cities The factis SuklMan the present black republican candi date for Seaker of the House and William II Kkwaud It was the platform of John Brown 1 1 is the platform ot all those black republican newspapers which put on the habiliments ol mourning on the occasion of the death of John Brown and which echo the sentimentof Ralvu Waldo Emerson that gallows is glorious like the the same Ralph Waldo Emerson who is announced by the Detroit Young Men's Society to deliver a lecture in tins city shortly It is the platform upon which the anti slavery party by whatever name it may be called will stand ithin the next two years Whoever re jects this platform cannot leave the black repub lican party too soon RASCALITY IN HIGH 1'LACES About the first of January it was ascertained that Benj J) Peck the Treasurer of the State of Maine was a defaulter The amount of the deficiency in his accounts is large ranging somewhere from $75000 to $100000 although the precise amount has not yet been ascertain ed The funds of the State have been large ly used by the Treasurer in business speculations of his own He has been in terested with other parties in certain lumbering operations in Canada East and has built extensive mills below Montreal which have cost just about the amount of his defalcation Be sides the money which has been taken directly from the treasury checks to a large amount have been given by signed as Slate Trea surer but for them the State will not be lia ble These will at least equal the amount di rectly abstracted from the State if they do not exceed it As soon as the matter became du lic the Governor and Council proclaimed the fact that he was a defaulter and directed the banks of the State to pay out no more of the public money to his order Peck has already been deposed from office and lodged in jail and the Legislature which assembled last week is uow busily engaged in investigating the affair lie made a clean sweep of the treasury not even leaving money enough to pay the salaries of the plic officers and there is little likeli hood that he can replace any of it from his own pocket The career of this man Peck teaches a lesson and points a moral that should serve ns a warn ing throughout the length and breadth of the land He was a veritable Pecksnifllan philoso pher and no man made such high pretensions to morality and preached and prayed louder and longer than he He was formerly ree will Baptist minister and has been known and designated in his own State as Elder Peck Soon after the Maine law excitement began Neal Dow installed him as editor of the tem perance sheet al Portland and has ever since treated him a sort of proteyc While that question was in issue he took a most active part and outdid all others by the bitterness and vituperation he showered upon those opposed to his pretended belief He assailed without scru ple all those who did not come up to the lofty tone of morality he assumed and impugned with the most frantic violence the motives of nil men who did not belong tu his party In 1851 he was very active in procuring signatures to the celebrated etitioii of the threthousand ministers and his own name was one of the first that graced it In 185t upon the acces sion of the black republicans to power in Maine he was rewarded for his party services by the office of State Treasurer Inch lie has cont intied to hold from that time to the day when his crime could no longer be concealed The peo ple of the Stale must now suffer for the folly that actuated the dominant party when they committed such large responsibilities to the hands of a broken down parson whose sole recommendation was his fanaticism His bond was for $1500(10 and there were a number of sureties upon it one of the principal of whom was Neal Dow Every one of them however has put his property out of his hands so that the State will go tagging for the amount of the defalcation either from the principal or liis bondsmen Neal Dow is willing to force people to total abstinence but has no hesitancy in conniving when they are robbed of their money As for Elder he will probably have an opportunity hereafter to meditate upon the beauties of his high toned morality and the graces of black republicanism iu the quiet se clusion afforded by the walls of the penitentiary THE RIGHT SPIRIT At the convention of the democracy of Illi nois last week held for the purpose of ap pointing delegates to the Charleston conven tion a rcsolutioir was adopted instructing them to vote for Judge Douglas as the nominee for President A resolution was furthermore adopted declaring that no honorable man canaccept a seat as atelegate in the national dem ocratic convention or should lie recognized asa member of the democratic party who will not abide the decisions of such convention and support its nominees" This was conceived in the right spirit and its expression is honorable to the democmcy of the State If the democracy or all the other States whethej North or South whatever may be their preferences shall adopt the same con ciliatory manner little difficulty wilfjjw en countered either in the nomination or the elec tion of a candidate The Illinois resolution is the very embodiment of true democracy Nominations in Port Huron The democra cy of Port Huron have made the following nom Poor Beach that any railroad which would permit the sale of the book upoit its trains should be avoided by all good citizens for if the teachings of the book should be adopted as the public jiolicy of the North the Union could not last a week The leading idea running all through its pages is that slavery must lie abolished peaceably i it can be but by force and the shedding ol blood if need be Indecent publications are forbidden by law why should not incendiary publications be forbidden THE HANKS OP NEW YORK rom the annual report of the Superintendent of the Bank Department ot the State of New York we learn that on the 21th of September last the amount of bank capital was $1 1 0997(140 circulation $27970908 deposits $103106066 loans and discounts $182420134 specie $22 026137 The present condition of the banks is one of great safety and strength They hold over 20 per cent of specie upon their entire deposits and the New York city banks have nearly 30 per cent in specie on their net deposits There is a steady decrease in the use of circulating notes It arises mainly from the increased use of checks and drafts and partly also from the increased fre quency of counterfeits hi I860 the amount of per centage of circulation upon the capital was over 50 and in 1859 It had decreased to 24 There was absolutely $135148 less bank note cir culation in I' ab than in 1850 On the other hand the number of depositors in banks is twenty to one ten years ago The Superintendent illite rates his opinion that the element of weakness in the present method of banking in New York is in stimulating deposits by the payment of interest He also renews his recommendation that the banks of the State by voluntary action on their part should form an association for their own protection and that of the community against me circulation or intend and coiiuo irt UUis Among the three hundred banks and bankers of the State not one has failed to meet his or their obligations during the year INANCIAL DEPRESSION IN RUSSIA The St Petersburg correspondent of the Lon don Telegraph under date of Nov 19tb states that commercial stagnation and thn want of cash are severely felt not only in the mercantile but in all classes of the Russian Empire The fever of speculation has cooled down the share holders of the new joint stock companies are continually invited to meet the remain ing calls the directors have in nine cases out of ten no idea how to pay even one per cent intereat unless they dip into the cap itil and in the meantime the depreciation ot paper continues and the silver rouble becomes rarity winch seldom if ever makes its appearance in public To make matters worse the Great Russo rench Railway Company will very shortly he no longer in a condition to pay any interest upon its shares and the government will have to step in and make good the guarantee given by it Railroads in Great It appears Iroin a recent Parliamentary return that the whole amount of capital and loans authorized to he in vested tu railways in England pievious to the last day of ls58 reached the sum of over fifteen hun dred millions of dollars The debts of Bi ilish railways at the close of 1858 amounted to $408 415895 The numlter of miles of railway actual ly opened and at work in Great Britain an 1 Ire land ia 9266 miles the longest line is 910 miles There as here railroading has been overdone and in hardly a single case is the stock remunera tive A Throne to he Pi hchased with Gold The lorence correspondent of the Providence Jour nal says that a story is current in lorence and is credited that the Grand Ducal family is going to attempt to buy its way back to the Tuscan throne with gold They are coining at Paris a million of dollars in gold with the head of erdinand IV at Duke After the Congress which is to decide in his favor this money is to be scattered among the Tuscans and with it oblivion of all past sins is to be purchased The British rom the annual report of the Postotfice Department of Great Brit ain and Ireland itappears that the number of let ters delivered in the United Kingdom during the year 1858 was 523000000 showing an increase of nineteen millions over the preceding year and an increase as compared with the year previous to the introduction of penny postage (1839) of 4 17000000 making a seven fold increase of let ters within less than twenty years Japan Advices from Japan by the Russian war vessel Novick state that Mr Hodson British Consul had arrived atHakodadi and in conjnnc tion with the Russian authorities had made a pressing demand on the Japanese government to remove the restrictions placed upon commerce which after the exchange of diplomatic notes had resulted In the promise that all the troubles should be remedied after a short time Camphene Mr Meriam has kept since July 23d 1850 a record of deaths and inju ries from camphene and horning fluid The num ber of deaths during that time is 424 of injured 623 In the year 159 the deaths of 83 persons were recorded and the number ot injured was 106 of whom 20 were not expected to The loss by fire from camphene has been very large a Rorbert Tn Baltimore on Thursday night the 10 1858 1 have thought it my duty to state to you that while I have had no connection either with Brown or any of his party since the beginning of Jtffie1858 and no knowledge of the resuscitation of the organization which died ont at the period of and in consequence of my defection there from and although I have since my return from Europe in April last resided wholly in the south ern States acquitting tnysell as a law abiding citi zen I yet am perfectly willing (by reason of my conviction that the organization and the insur rection were alike cruel and wicked) to surrender myself to the cis courage the traffic iS Christian slaves It ap pears moreover that the port of Adool or Adool ts has been ceded to rance by Dejai Nagoosi and that a rench vessel ot war is shortly expect ed in the Red Sea to take possession of the new ly acquired territory As intimately connected with the project thus about to be inaugurated 1 may also mention that permission has been ob tained from the Porte to build a Roman Catholic church on the Island of Massowah to be under the special protectorate of rance The forego ing arrangement is presumed to be the result of an embassy sent to Paris by Desai Nogoosi und the quid pro quo which he is to receive for tbe concessions granted is avowedly the countenance and support of the Imperial government That fact alone is ominous of further interference and the consequence is likely to prove most disastrous to the interests of the Abyssinian Emperor Theo dores and at the same time give to rance the supreme ascendency over the whole country The province ot Tigre comprising the principal ports on the coast is nominally subject to the Emperor who resides at Gondar but tor years past and up to the present moment it has been virtually ruled by its own chiefs who have maintained an inces sant warfare with the supreme government Ma teiial aid in the shape ot' money and arms has al ready found its way into Tigre through the church party and heard such words spoken before in honor ot onr beloved land On every returning anniversary of the birthday almost every orator of high or low degree animated by the patriotic inspira tions of tbe hour bears testimony that this is the freest happiest and most prosperous country on the globe But such words full of great truth as they are by whomsoever spoken have uncommon weight and significance when coming from a statesman like you who has been a life long lead er or member of the party in opposition to every administration of the government since yotfr en trance upon the stage of public action A great English poet in speaking of human governments has said that That which is best administered is This being trne to whom belongs the honor of having raised this country to tbe high eminence you justly assign it as be ing without an equal among nations for its pros perity and It is the great nation al democratic party of the Union which has con ducted the administration of the government since party lines were first drawn It is the party descending from the revolutionary patriots partaking of their spirit and revering and cariyiugout their princi ples have not seen or realized any such political heresy or hallucination as an irrepressible con flict between the North and South or the free and slave States because of the difference in the character of their domestic institutions it is the party which has faithfully endeavored to carry out the purpose of the ederal constitution to ensure domestic tranquility and provide for the common defence of the States against sec tional agitation and domestic invasion such as you and yonr co workersof the Giddings Garri son and John Brown school have spent your pub lic lives iu promoting It is the party which elected Jefferson Madison Jackson Polk and the other democratic Presidents and sustained the great measures of their administrations It is the party whose broad sagacious comprehensive policy brought the magnificent domain of Louisiana Texas and California into the Union and carried our republican system onr equal laws and onr glorious flag across the continent to the golden shores of the aciftc It is the party that has added a score of prosperous new States to the confederacy and emblazoned the old ban ner that our fathers bore with a new galaxy of bright particular stars It is the party that has always been found equal to every crisis in our defending it from hostile at tacks from abroad and saving it from tbe perils of partisan opposition sectional agitation and actual invasion from among ourselves
