secretary of the treasury can do when called on to help the situation is merely to undo some of the harm which has been done by the operation of our laws for the collection of the revenue and the hoarding of money in our treasury The federal gov ernment under existing laws continues to collect a large surplus revenue ana lock a large part of the money collected up in its vaults where it is no longer available for business It is anything but a help to busi ness to take money from the people by tax ation simply to lock it up in this way It is almost equally harmful to take money wiiich is needed for business enterprises ot all kinds and for which the people wouW gladly pay 5 or 6 per cent and buy bonds with it on a basis which nets under 1 per cent and yet this is the way' the ot the
