beef pork cheese Cotton at present appears to be a secondary article for shipment and is taken princi pally by transient vessels Two thirds of the ag gregate value of our exports in former years have been in the great Southern staple the planters of the South'bave been almost exclusively benefitted by the increase in our export trade as it was con fined to the productions of their section of the coun try Our exports are now drawn from every sec tion of the Union: the wheat and corn of the West the productions of our Northern dairies are as im portant to the people of Great Britain at this time as the great staple cotton has been heretofore The United States are destined to occupy a position among the commercial nations of the world second to none We have furnished the raw material to clothe the people of every country and we are ra pidly becoming the granary of the world and the principal source of supply for food to feed the most powerful and wealthy nation in existence Efforts have been made to cultivate cotton in the East In dies but they have failed and the manufacturers of Great Britain are compelled to consume that grown in this country by slave labor Our breadstuff's are becoming necessary to the existence of the opera tives of that kingdom and they will be compelled to admit them upon the most favorable footing Considering the immense extent of soil within our limits our agricultural productions are very few which can be attributed almost entirely to the Want of markets The population of the States is so limited that our surplus products are annually large but with an external demand as large as the open ing of the ports of Great Britain would give us the growth of the principal grains would be immense The western States alone would supply any defi ciency in the harvests of Europe and nothing would enrich those Slates so much or so rapidly as an ac tive demand for all the breadstuff's they could pro duce Our principal staple productions are so ne cessary to the nations of Europe that they must have them They must be fed and clothed and in a few years we shall have to supply them with the raw material for these purposes more extensively than Capt Keeler oh her way to Toledo being cut by the ice filled and sunk yes terday in 24 feet water 8 or miles southeast of this port heavily laden with merchandize The ves sel was owned by Capt Kneeler and a good share of the cargo over 85000 lost to himf'and without insurance The Captain and crew six in all finding all eff ort to save anything of no avail and unable to use the long boat took to the ice as a last hope which was only half an inch in thickness and rising and falling with the swells beneath it and after three or four hours of imminent peril and severe suffering reached Raisin Point They practiced the precau tion to tie themselves together with a long rope at the distance of forty or fifty feet from each oilier in order that as any one Broke through the rest might pull him out In this manner in two separate par ties each one provided also with one or more oars" they sought the shore and all except ('apt Keeler broke through several times and were drawn out by their companions to toy lot to have a vote on shch a question the ad mission of Texas and I tote for the admission into this Union of any State With a constitution which prohibits even the legislature from setting the bond man free I should never show my head again de pend upon it in attahi! Webster tn an uelHall In the above Mr Webster has grossly mis stated the facts The bondmen of Texas can be made free whenever the people chose them to be so In the admission of new States into the Reptib lie Congress has arrogated to itself the power to alter the State Constitution submitted to'them or to refnse admission of the State applying on the ground that its constitution contains that which the members in their wisdom think needs correcting In the case of Michigan an outcry was raised by the federal members and the federal press when her constitution was framed preparatoryto her admis sion because of the freedom it extended as regards the elective franchise to those of foreign Many wished admission refused until the objection al clause was stricken from the constitution either by Congress or by the people who framed it or our own part we regard the admission of new states having the requisite population and a constitution as republican as any of the original thirteen states as a matter upon which Congress has but one course to pursue and that is to enquire into the facts as regards population and then to admit her To our mind the rejection of a state because her constitution has liberal terms as regards bitizens of foreign birth or because the people with in the territory choose to entail upon themselves the foul curse of slavery is a matter which the na tional legislature exceeds its power and no good argument can be given to justify it Mr Webster certainly cannot be serious in the gronnd he as or else he takes that ground to demagogue upon in the hope of seeming Abolition votes to aid him in bis aspiration for the Presidency Admitting it however to be true that Congress has the right thus assumed the people of the state have the corrective power in their own hands and the fact that they have this power shows that its as sumption by Congress to be ill founded A new state applies for admission into the Union' She has population sufficient and her people have called a Convention and formed a state constitution in which foreigners who are in the state at the time of its formation are declared voters To this clause the wiseacres in Congress object and declare that admission will not be granted until it be expunged from the constitution although the delegates of the people men who honestly and fairly re flect the will of their constituents have so decided and the people have by a solemn vote confirmed the doings of their servants inding that they cannot gain admission into the Union with this clause in the constitution it is stricken out and the state is admitted and her Senators are elected and sent to the Congress ot the United States All the forms of law have been entered into and the new state is as much entitled to the protection of the general government as anyother state in the Union Her slate constitution can then be altered A convention is called and the very obnoxious provision stricken out by Congress is re inserted in the constitution Will any of the coon editors inform us how Con gress then to mend the matter A state cannot be legislated out of the Union because her consti tution contains a provision which members of Con gress do 'not like The truth is there is then no remedy forthe people of a state have a right to al ter dr amend their constitution as to them may seem meet and proper and Congress has no more right to interfere in the matter then have the peo ple of Michigan to say to those of Louisiana we like not your old Bank laws you must repeal thein These facts furnish to our minds evidence that the assumption of the National Legislature to dic tate to a territory claiming admission into the Union as a state what kind of a constitution she shall have provided it is a republican one (for that kind of a const it uion isguarnteed by the constitu tion of the United States) is one which cannot be justified by sound reason On the abstract question of slavery no man will be found warmer in its opposition than ourself We have lived on the borders of a slave state and seen its blighting and withering effects upon the people and the state Were we a citizen of a state where slavery was tolerated so far as that state was concerned we would be an Abolitionist and would write and speak regardless of menace in its favor As a citizen of a free state we claim no right to interfere in the domestic concerns of other states no more than we have to interfere in the do mestic concerns of our neighbors family If the people of Virginia Kentucky Tennessee and other states deem negro slavery right if they believe with the of that years of legislation has sanctioned and sanctified ne gro then let them enjoy that belief and reap the curses of slavery for their pains While we thus believe we cannot think that Congress has the power to refuse the admission of a state into the Union because it tolerated slavery as did many of the old original thirteen states If however
