this evening stating that his step son Harvey Bagley was killed at Birmingham Ala to day He caught his foot in a frog and was run over He was 21 years old was em ployed during the summer as a trav necessary that an entire new roster or set of books be opened in this department and much care has been taken to so arrange them that the military history of each officer and man now belonging or who may hereafter join shall be correctly recorded It is the desire and intention of this depart ment that in the future the records shall be kept as complete and concise as possible and the co operation of all commanding officers is urged to aid in so doing Let the dates of all promotions and reductions with the cause be piumpilr reported See that every blank space in every form used be properly filled (according to instructions) all dates carefully compared with company or regimental books and all re turns and reports promptly forwarded (See paragraph 502 and R) The Military Board have concurred with this department that there can be but two kinds of discharges an honorable and a dishonorable Paragraph 180 rules and regulations reads: discharges or discharges in such form as to forbid re election reappointment or re enlistment shall be given only in accordance with the sentence of court martial unless other wise provided by Under section ff7 li A a company by a two thirds vote of its members present ata single meeting may recommend the discharge of a member for offense against its constitution and by laws In the future all discharges issued under said section 907 will be dishonorable ones and the provisions of paragraph 181 rules and regulations strictly adhered to Company com manders will govern their actions in forwarding recommendations accordingly By order of lately ap pointed by tho Governor for examination rela tive to the charges preferred against the Sec retary of State: I am informed that you desire a statement from me relative to tbe accusations made against me by ETank Johnson Esq to rhe effect that in October last I demanded the isutn of $500 of Lewis Rowley as a considera tion of bis appointment as Deputy Secretary of (Mate Regarding the matter between Mr Rowley and myself and said alleged demand I desire to state as follows as my understanding of the premises: There was never any contract agreement or understanding of any nature whatever between myself and Mr Rowley either before or after liis appointment that be should divide his sal ary with me or pay me any consideration what ever for his appointment There was no personauthorized by me to make any agreement or have any understanding with Mr Rowley that 1 should receive any portion of his salary or any consideration whatever for his appointment nor was the matter mentioned to him before such appointment nor before Mr Rowley had taken his oath of office but on the contrary I made the appointment at the earnest solicita tion ol personal and political friends of us both as I then understood them believing him in everv way worthy of the position After the appointment and after XIr Rowley had entered upon the duties of liis office I was informed by some of our mutual friends who had urged bis appointment that on az count ot my having borne the expenses of the campaign as' well as on account of the meager salary ot the Secretary of State Mr Rowley was willingto contribute a sum which I was given to under stand was $500 in case I should need financial assistance but no mention ot tbe matter wasever made between Mr Rowley and myself until about the month of October as hereinafter stated During the campaign of 1880 I had repeatedly promised toy constituents that if elected I would give my personal supervision to the af fairs of the office and with a view of redeem ing such pledges I bad from tbe 1st of JanuaryS'J1 remained at Lansing the whole tinue and devoted my best energies and ability to the duties of the office and the good of tbe public service to the great detriment and cost of my self and niy personal business and at iun ex pense far in excess of the meager salary of $soo per annum allowed me In the month of October my personal ftriancial affairs became somewhat pressing and tn fact to such an extent that I plainly saw I should need some money in the near future Under these circumstances and recalling the statement of our friends that Air Rowley would be willing to render me financial assistance 1 called Mr Rowley into my private otl'uce and in formed him freely of my personal financial con dition and said to him in substance (though 1 cannot pretend to give the ianguege the con versation! that I needed some money or would In thirty or sixty days and if convenient 1 wished he would assist me to as 1 under stood from our friends soon after his appoint ment that he was willing to do so Upon inis re quest being made Mr Rowley said be did not have hat amount anti asked me! if 1 pretended that there was such an agreememt between him and myself 1 replied that I did mot but that 1 had understood from our mutna) friends some time after his appointment Jbat he was willing to do so He then and there disclaimedany knowledge of such an understanding on his part Here the matter was left I did not at the time consider nor do 1 now consnier that I made any demand upon XIr Rowley for any sum whatever nor did lintend my request to amount to or be understood by him as a demand nor did I in any manner inti mate that a eotupliance with my request should he made a condition of his continuing in tho office of Deputy Secretary of State 1 desire to state also regarding the charge that I have distributed gratuitously certain manuals copies of the statutes and other state publica catinus that I have done so but in so doing I have simply followed tbe precedents set by my Kepubliean predecessors and as I supposed I had a lawful right to do and that it was done without receiving any fee or reward therefor Believing that inasmuch as they were printed and published at tbe expenso of and tor the use i ifie needing her should be distributed to the people instead of remaining piled up in the store rooms of the Capitol at the expense of the people but without anv beneficial results following to any one I'desire also to state with regard to the mis appropriation of the public funtls that at the time of tendering my resignation I had in my possession a few dollars of the state money which bad not been turned over to the state troaurv that I have deposited tho same in tho and hereavith submitmy receipt there for and am ready to pay any other indebted nc if anv there be which it nmy be found 1 owe to the'State of Michigan And with regard to other accusations (which I have not at this time
