Wo confess ourself utterly astonished at the UNPARALLELED ENTHUSIASM which id CVOry where being developed but nothing has surprised us more than the recent niuMENiious Slate Convention in Illinois.

It was held, il will be remembered, on the 3J and just four days after the great Tippecanoe Convention so dial delegates could nol attend both. Yel at Tippecanoe there were from 35 to and al Springfield and Ibis too, in a Slate where the loco locos had to postpone their Contention because "the people were so bit-si." The following is from the Chicago American Springfield Convention. The number who attended the barbacue was nine thousand seven hundred and eighty. They were counted as they passed two abreast through the gate. There" were besides these, eighteen bands oj music, several log cabins filled with people, a large number ol wagons also filled, and there remained in Springfield several thousands.

The whole number is not estimated at less I ban fifteen thousand! Ten thousand of the delegates pitched their tents outside of the town, and among this immense concourse there was nol a single man intoxicated, and no spirits were usedilher in tho tents or at the barbacue. The whole people of the State are thus made to contribute some hundred thousand dollars a year for the Bank of Michigan to lend to a few of her pets, the whig office holders if she please.

Can any thing be more more anti-republican, more corrupt. THE GREAT REGULATOR. Extract from the speech ol the lion. Mr. Hollema.n of Virginia, in the House of Representatives in Congress, upon the Independent Treasury bill: "1 will begin with the year 1818, after the United Stales Bank had been in operation more than a year, and most of the solvent hanks had resumed specie payments.

In tho tables given in this report, the currency in Philadelphia were considered at par, and other hank no'es and specie compared with that currency as the slan-dard. Mr. Chairman let us see how this ffi-eal regulator succeeded in keeping the currency uniform for the year 1818. Boston notes were al 2 per cent discount, Now York 3, Pennsylvania 2 lo 6, Delaware 4 to 12. Marvland 0 to 10, North Carolina 2 to 0, Tennessee', Kentucky, and Ohio, 4 lo 10 discount, and Spanish dollars from 1 to per cent premium.

Is this the regulator of the currency of which boo.si so much, when bank notes from a distance were at a heavy discount and specie at a high premium althe door of the bank Was this the sound uniform currency of which we have heard so much'! find a note to this table in the following words 'A committee of directors of liie United States Bank, in a report dated October 30, 1818, gives as one reason why a curtailment of discounts was necessary, the unexampled premium paid at mistime for specie winch is said to be I lie per cent on Spanish dollars, and a considerable thoin'h less premium on other 1 think gentlemen will admit thai, at this lime, the currency was very badly regulated. Island, and Connecticut bank notes from 4 to 5 per cent discount, New York country and New Jersey tho same, Maryland 3 lo North Carolina 3 lo 8, SoulliCarolina 2 to 14, Geor-gia 2 to 20, Tennessee and Kentucky.

Mr. Niles, from whose Weekly Register the rates at New York and Baltimore were taken, Says the price of bank- nnlw v-jriod epvnral per cent in the course of a week. The notes winch were at par in one part of the country, were in other parts al a heavy discount. Al the same time that exchange at New Orleans on New-York was at from 7 to 10 per cent discount, exchange al New York on New Orleans was at per cent discount.

All the banks whose notes were at a discount at New- York of loss than live per cent and some others were understood to pay specie "on demand." How does the gentleman near me, Mr. Monroe like the year 1810 I he hinks this was still too soon io expect a sound currency, I will pass on to the year 1820. Hero we find all the New Encland notes at Iroin 2 to 4 per cent discount, Virginia 1 to 3, North Carolina 2 lo 10, South Carolina 1 to Ohio 15 to 25; and the branch notes of the United States Bank of New Hampshire, Connecticut and Boston, from 2 to 4 per cent discount. Yes, Mr. Chairman.evcn its own branch notes were dishonored by the mother bank in hnfnro its eves al from 2 to 4 THE WHIG POLICY.

The leading Pocy of the federal party is to make the rick richer. Banks are companies or associations of the rich portion of the conmiu-nity, who are authorized to loan as money, three dollars of promises to pay money, where they have one dollar of real money to pay with. Taxes are collected of the whole people and paid into the public Treasury for the purpose of carrying on the Government. The great struggle of the Whigs now is, to give Hie rich stockholders of the Banks the use of this public mo-ney, which belongs to the whole people, in or-der to enable them to grow richer. It is emphatically an attempt to collect money from the many for the use and benefit of the few, and that few the most wealthy and powerful of the community.

WOODBR1DGE REFORM." One of the most oft repeated charges which the Whigs made against the Democratic party last fall, was, that they had allowed the Governor lo have a private Secretary, at the rate of S500 per annum, or S125 per quarter and they promised, if they got into power, that one of their first reforms should be, to slop that leak in the Treasury. But how did they fulfil their pledge? Un the very same day that Mr. Woodbridge took the oath of office as Governor of the Slate, he appointed a private Secretary. And what did the whig reform" Legislature do 1 For twelve long weeks after they assembled, they were as silent as death upon this subject. They finally, on the 28lh of March, after having been taunted with the shameful violation of their promises to the people, passed an act, the second section of which provides thai the office of private Secretary of the Governor be, and the same is hereby, abolished and so much of any act as fixes his salary is hereby repealed." Now see the honesty of this whig legislation.

Gov. Woodbridge appointed a private Secrcta. ry under a Jaw which fixed liis salary at 500 per annum, or 125 per quarter. While that law stood unrepealed, Gov. Woodbridge's private Secretary could not have been paid but 125 for his services to April 1.

But the whig leaders, who before election were going to stop this leak, went, to work to widen it. They therefore, on the 28th of March, abolished the office, as a legally existing one, and repealed so much of any act as fixed the Secretary's salary. On the 1st day of April, three days after, the act above alluded to became a law they passed another act, which contains the following appropriation To Langley Druce, the sum of two hundred and sixty-one dollars, for ser- vices as private Secretary to the Governor, 03" during the session of the Legislature." Here we see the duplicity and dishonesty of the whigs clearly illustrated. In March they pretended to abolish the office of private Secretary of the Governor, and repeal the act. fixing his salary, which was 500 per annum, being at the rate of one dollar and thirty-seven cents per day.
