the internal rev enue office is a correction io ruling 25 cir cular 503 revised which compelled a per son giving a bond secured by a mortgage to pay a tax upon it as a promissory note and not as a bond Congress in its last session passed an amendment to the rev enue law to the effect that whenever any bond or note shall be secured by a bond or deed of trust but one stamp is re quired upon such papers provided that the stamp thereon be of the highest rate re qutred for either of the instruments In the light of this and upon the recom mendation of the attorney general the new ruling is that a taxiof 50 cents is requiredwhen a bond is executed and secured by a mortgage the tax being placed on the bond There is no tax upon the mortgage if the sum secured does not exceed $1000 The tax upon a mortgage securing a sum not exceeding $1500 is 25 cents and there fore the greater tax would accrue on the bond After the secured sum exceeds $2000 the taxation on the bond and mort gagees equal being 50 cents each in strument and the ruling is to the effect that in such instance the tax should 'be placed noon the mortgage and not the bond' The Instrument relieved from taxation in all cases should
