understood that the board finds that the canal probably would reduce the average level of Lake Michigan about six inches and possibly Lake Huron the same Thls lower level no doubt would be objection able to the shipping interests but the fact that the lake has varied fromlone cause or another such as a lack of rainfall or unusual evaporation more than one toot in different years strips have been built with a view to acconimooating themselves to this reduced level It is understood that the position tak en by the boartl is that the former varia are sucn as not to make this reduction ot six inches of very great importance It is therefore probable that the building ot the canal will not be stopped by the govern ment though certain restrictions may bele termined upon so aa to not create any great waste of water The board of engineers consisted ot Gen oe Maj Ruffner and Maj Marshall Gen Poe re cently stated that the effect of the outflow on the lakes could not be accurately told but that the eutHow through the canal might reduce the lake level from three to eight Inches The present mean flow now through St Clark river is about C25tO cubic feet per second and through Nia gara river Is about 2t5ouo cubic feet per second according to the best available data The drain age canal would carry off about I'lWO cubic ieet yer second The 'mean annual fluctuation be tween high and low water In the lakes due to natural causes varies from 12 feet in Lake Su perior to 'V in Lake Ontario Maj Ruffner has intimated that the lowering ot the lake level would not exceed 10 ot a foot The lake association is making evry effort to prevent the building ot the canal and has gotten the co operation ot the Canadian en gineers and Canadian shipping interests in op oslne any steps that would
