wearing black leather, until shortly before his death. Leo Hoegfa Coordinated homh shelters Leo Hoegh, a 1950s Iowa governor and civil defense chief for President Dwight Eisenhower, died July 15 in Colorado Springs, Colo. He was 92. Among his tasks in Washington was to coordinate civil defense drills and the designation of bomb shelters typically places in office and apartment buildings that were considered safest to be used in case of a nuclear attack by the Soviet Union. "I am not anticipating or expecting a war," he said at the time.

SussmanVolk N.Y. restaurateur, inventor Sussman Volk, who owned a Manhattan restaurant that became a garment district social center for decades, opened and quickly closed what was said to be New York City's first frozen-food store and invented questionable necessities such as the Cigarette Lighter That Lights From Either End, died July 14 in Palm Beach, Fla.Hewas80. His store, Penguin Food, was founded on the premise that people would go to a separate store to buy the new wonder of frozen goods. The premise was wrong. Morgen's Restaurant, which he ran from 1947 until 1985, was a beehive of designers, fashion tycoons, models and hangers-on.

Its menu described chicken soup as "essence of young fowl with matzo balls." Among his inventions were the Illuminated Fender Guide. It looked like a knitting needle and lit at the push of a button, allowing a motorist to gauge distances when parking a car in the dark. Another was a device to keep adjacent washers and dryers from rattling. Mr. Volk also cataloged tens of thousands of jokes, all of which he yearned to crck at the perfect moment.
