Rogers, a former Walled Lake resident who living in Zephyrhills, died of a heart attack Saturday, Oct. 2, 1993, in Har-'tland Nursing Home in Zephyrhills. He was 75. Mr. Rogers was born in Vincennes, and served in the Army Air Corps in World War II.

He was a former building manager of the Guardian and the Book buildings in downtown Detroit over a period of 28 years. He retired in 1978 and moved to Florida in 1989. "My father was very interested in promoting a positive image for Detroit," said his daughter, Kathleen M. Rogers. "He worked closely with community leaders like former Mayor Jerome Cavanaugh and Max Fisher to keep the community together after the riot in 1968." Also surviving are a second daughter, Patricia A.

Smith; two sons, William C. and Terry eight grandchildren; and six great-grandchildren. The body was cremated. A memorial service will be at 3 p.m. today in VFW Post 3952, 2652 Loon Lake Wixom.

We're also not here to review or reconsider past recommendations," said Gordon Durnil, the U.S. co-chair of the Joint Commission. Proposed EPA regulations to be published next week endorse a chlorine-related chemical, chlorine dioxide, to replace pure chlorine in the bleaching of paper at pulp mills. Bob Perciasepe, the EPA's assistant administrator for water, said the substitute will dramatically reduce the output of dioxin. Such reductions are a far cry from the total chlorine elimination that environmentalists want.

Though they didn't don animal costumes or wave placards as the Greenpeace group did business supporters shouted plenty this weekend in Windsor as the International Joint Commission heard reaction to its call for a chlorine ban. The joint commission argues that many of the Great Lakes' most dangerous toxins are derived from chlorine.

In 1991, the advisory board urged Canada and the United States to begin plans to end industrial uses of chlorine. The chemical, paper and plastics industries argue that not all 15,000 chlorine-related chemicals are bad and that the benefits of some chlorine uses, such as to sanitize water, outweigh the risks. Industry representatives made up at least half the audience of 1,500 as the joint commission met Friday and Saturday to consider its next step. The commission convenes every two years to advise Canada and the United States on Great Lakes environmental issues. Paul Tippett, chairman of the Council of Great Lakes Industries, accused the commission of being misled by the environmental lobby.

He served as chairman of the board of the National Bank of Detroit in Canada and as president of the International Bank of Detroit, both wholly-owned subsidiaries of NBD. He retired in 1985.

"Not only have I lost a great father, I have lost my best friend," said his son, Richard G. Moon. From 1985-88 he was consultant, president and director of River Place Financial Corporation in Detroit. Since 1988 Mr. Moon had been consultant to the Detroit law firm of Dickinson, Wright, Moon, Van Du- sen Freeman.

He was treasurer of the Michigan Chapter of the United Negro College Fund and a visiting lecturer at the University of Michigan Graduate School of Business. Mr. Moon was a member of Orchard Lake Country Club, the Detroit Club, the Detroit Athletic Club, the Otsego Ski Club, Oakland Hills Country Club and the Dartmouth Club of Detroit. Also surviving are his wife of 49 years, Frances Kendall Moon; six grandchildren; a sister; and a brother. There was no visitation.

The body was cremated. A memorial service will be held at 11 a.m. Monday in Christ Church Cranbrook, 470 Church, Bloomfield Hills. Memorial tributes may be sent to Rehabilitation Institute of Michigan, 261 Mack, Detroit, 48202; or Detroit Historical Society, 5401 Woodward, Detroit, 48202. Mr.

Surviving are a daughter, Ma-delena Borza; a son, Nicolo two grandchildren; a great-grandch'ld; and a sister. Her husband of 44 years, Nunzio "John" LaMonica died in 1988.

Moon, a Birmingham resident and retired National Bank of Detroit senior vice-president, died of complications of cerebral vascular disease Friday, Oct. 22, 1993, in West Bloomfield Nursing and Convalescent Center, West Bloomfield Township. He was 73. He was born in St. Anthony, Idaho, and graduated magna cum laude in 1942 from Dartmouth College, Hanover, N.H.

He was a Navy lieutenant during World War II. Mr. Moon joined NBD in 1945 as an analyst in the credit department. He subsequently held the positions of assistant credit manager (1948), assistant cashier (1953) and assistant vice-president (1955). He transferred to NBD's City Division and in 1960 was elected vice-president.

He was appointed a Dominic A. Fusto a Sterling Heights resident and a Blue CrossBlue Shield executive, died of cancer Wednesday, Oct. 20, 1993, in Beaumont Hospital, Troy. The Detroit native was in the Army from 1962-1968. He was employed at Blue CrossBlue Shield in Detroit for 16 years.

He was a member of the BCBS Five Year Club, Health One Credit Union and Alhambra-Braga Caravan. Surviving are his wife, Susan Hobbis Fusto; two daughters, Denise Olesik and Colleen Beckett; his mother, Angeline Fusto; four grandchildren; and a sister. A funeral Downbound Friday A.M.
