Brenl and tlieli DtHaiilliaB Townships Bill Vetoes Plan to Help Sewer Building LANSING, June 23 Gov. Dickinson completed consideration of the 1939 legislative acts Friday by vetoing three bills and signing 11. Saturday he will leave for a week in the East, in which he will attend the Governor's Confer ence at Albany, lunch with President Roosevelt at Hyde Park, witness a drill at West Point, visit the World's Fair in New York, and appear before the Ways and Means Committee of the House of Representatives 'in Washington. He plans to lobby in favor of keeping present tax exemptions on state and municipal bonds. Bills vetoed Friday included one which would have permitted Wayne County to finance town ships in the construction of water mams and sewers in outlying diS' tricts, one which would have permitted any county to borrow money in anticipation of highway tax receipts, and one to straighten out a conflict over the taking of school electors' registration in 1941.

Dickinson vetoed a bill which would have made this mandatory, and signed one making it permissive. Among those he signed were the biennial hunting and fishing acts, which permit, among other things, the use of bows and arrows for all forms of hunting and raise the cost of a trout fishing license from 50 cents to $1. He also signed an act giving the Con servatlon Department more Jurisdiction over tax-forfeited lands in Northern Michigan. A delegation of Wayne County officials, led by Leroy Smith, road commission engineer, visited the Governor to ask him to change his veto of the water and sewer bill. They said it would kill a $2,500,000 WPA project.

The Gov-ernor clung to his opinion, how. ever, that "all political units of Wayne County are heavily burdened with debt and only the most careful supervision Is going to make it possible for them to get out from under it," and that the bill did not guarantee that anticipated and delinquent taxes would 1 not be pledged for two purposes.
