"All tha President'! Men," the new film based on the took that made celebrities out of intrigue and suspense, that one makes the connection to real events only through conscious effort. AFTER THE SHOW, we're back where we started: disgusted and ashamed by the deeds that toppled an administration and threatened a way of life. While the show's on, however, we're transported to the sometimes gritty, sometimes darkly glamorous world of big-time journalism where, from time to time, little men with big appetites get to sink their teeth into big enchiladas. The sight of them wilh hot sauce dripping from the chin would have added another dimension to the film's statement on newspapering.

But never mind; the statement works as it is. Pakula, Redford, Hoffman and all who stand beside them in their effort deserve praise for what they bring to "All the President's Men." They should also be praised for what they left out. (and now around the world) ns "Deep Throat." The film tells Woodward Bernstein's story in terms no one can fail to understand or appreciate. These guys, for all the cynicism they hucked back at the office and for all the blanks not to mention overt attempts at intimidation they encountered on the street, are 2(llh-( enlury knights. The film doesn't even need to suggest the identity of the damsel in distress.

And it doesn't. We all know her name as well as we know the words to "God Bless America," Beyond the esthetic considerations, the film's surprisingly apolitical thrust simply has to work in its behalf as a commercial venture. The get-Nixon crowd may stay home, but those who are ready to get away from Watergate for a while may not. Most important, the mass movie audience, out for first-rate entertainment, will adopt "All the President's Men" as their own. Strange as it may seem, while the show is on, one is so thoroughly engaged by the details of the drama, by its web of works wondrously well, from just about any point of view.

In aesthetic terms, it works because the film carries no unnecessary expository baggage. No one is preaching here; no one is pushing a message, except by implication. Early on, viewers catch the heady scent of heroism in low places and that, here as elsewhere, amounts to a fail-safe tactic for turning an audience into a rooting section. BY HIE TIME Dustin Hoffman, as Bernstein, takes the 40th swallow of coffee trying to get confirmation of what he sus-peccts from a scared bookkeeper who knows, a viewer is ready to clobber the poor woman for her timidity and, of course, to hang the Medal of Honor upon the reporter for his tenacity.
