PANKOVVSKI by james McCartney Free Press Washington Staff WASHINGTON The White House said Thursday that President Nixon's income taxes should be a "closed case" now that he has agreed to pay about $467,000 in hack taxes and interest. But it was clear that it isn't going to be that simple.

First, the president must raise the money and the White House acknowledged that he would be "almost totally wiped out" by the assessment for back taxes. He is probably going to have to borrow money, Deputy Press Secretary Gerald Warren said. There were even hints he might have to sell his property at Key Piscayne, Fla. Second, the House Judiciary Committee, which Is studying impeachment, wants to take a close look at tax questions involving the president and, in fact, has already begun to do so. THE SENATE-HOUSE committee which studied the president's taxes and concluded that he owed more than $476,000 tossed the entire question of whether the president may have "cheated" on his taxes to the Judiciary Committee and the IRS.

Rep. Peter Rodino, the Judiciary Committee chairman, is concerned about whether the president has set a good example for the country in the handling of his taxes. There are also some lingering doubts about the question of fraud, about which the Judiciary Committee may have an A spokesman fnr the IRS said: "We did assert a fraud penalty against the president because we did not believe it was warranted," Both the IRS and the White House, however, declined to make public any documents involving the IRS claim against the president, which was delivered by three messengers Tuesday. Warren said "every taxpayer has the right" to keep his communications with the IRS secret if he wishes. WARREN DECLINED TO ANSWER questions about whether the IRS specifically assured the president that it found no evidence of fraud, or whether the White House drew that conclusion from the fact that no fraud penalties were asked.

"The question of fraud, in our view, is put to rest by the IRS statement," Warren said. But he declined to make the statement public. Nevertheless, tax experts who have been critical of the president appeared to be satisfied with the White House assurances. A spokesman for Tax Analysts and Advocates, a public interest law firm and news service which has investigated some aspects of the president's taxes, said: "The evidence is very strong the IRS did not find the president guilty of tax fraud." The spokesman said that "fraud is a judgment call" on the part of the IRS. The IRS has not been without critics in the case.

It did not announce plans to re-examine the presi-dent's tax returns until after he had publicly con ceded he had paid less than $1,000 a year in income taxes in both 1970 and 1971. Warren raised the possibility that Nixon may get his vice-presidential papers back from the National Archives the papers that have been at the center of much of the debate over Nixon's tax returns. Nixon claimed a $482,018 charitable deduction for giving the papers to the Archives a deduction now disallowed. Warren said he understood that there were questions about the proper future for the papers in the mind of the national archivist. WARREN SAID THE FUTURE of the papers is an "open question" and that Nixon will "abide by any decision made by the archivist." At one time Nixon said publicly that he would just as soon have the disputed papers back, because he thought they were worth more than the valuation placed on them.

Warren said the president would have to "reassess his entire financial position" as a result of his decision to pay the back taxes. But he said Nixon would not sell his San Clem-ente, estate because he has already promised to give it to the nation after he dies. Warren indicated, however, that Nixon intends to pay the full bill presented by the IRS and wil pass up an opportunity to challenge the claim afterward in court, which is permitted by tax laws. "The president will pay his taxes," Warren said. "He is not going to contest it." Dow Head, L.I.

Doan, former president of the Dow Chemical Co. Who headed the firm during one of its greatest periods of growth, died Thursday at his home here.

He was 70. Services for Dr. Doan will be at 11 a.m. Monday at the Memorial Presbyterian Church in Midland. After graduating from the University of Michigan in 15)16 he joined Dow the next year and married Ruth Alden Dow, the daughter of Dr.

Herbert Henry Dow, founder of the company. His first wife, Ruth, died in '1950 and he later remarried. DR. DOAN worked his way up through the company's sales organization and became geperal sales manager in 1929. headed' the sales staff until' April 1949, when he was elected president of the company after the then-president, Willard H.

Dow, died in an airplane crash. Dr. Doan had become a director for Dow in 1935, a vice-president in 1938 and secretary of the company in 1941. While he was president of Dow, the company experienced one of its greatest periods of growth. It had 14,000 employes and $200 million in sales when he became president, and 31,000 employes and $890 million in annual sales 13 years later when he retired in 1962.

Widely recognized for his business acumen and understanding of technical and production problems, Dr. Doan served during World War II in an advisory capacity on various munitions board and war production hoard committees and was chosen director of the Armed Forces Chemical Association. He also served on the boards of Michigan Bell Telephone National Bank of Detroit, and Bendix and he was a regent of the University of Michigan. DR. DOAN, who had been in poor health since his retirement from the board of directors two years ago, is credited with moving Dow into international markets, setting up organizations for the company in Europe, Asia and Latin America at a time when the Midland-based firm had operations only in the United States ajid Canada.

Surviving are his wife, Mildred; two sons, I.eland A. Don and Herbert D. Doan; a daughter, Mrs. Ned Arbury; eifht grandchildren and four gnat-grandchildren. The body will be at the Wilson Funeral Home in Midland on Saturday and Sunday from 2 p.m.

to 5 p.m. Burial will be at Midland Cemetery. Win. Merriweather, Survey Leader Services for William Merriweather, a survey crew leader with the Detroit Water Board 25 years, will be at 2 p.m. Saturday in the Pleasant Grove Baptist Church, Dequindre and Victor.

Mr. Merriweather, 50, of Detroit, died Monday at his home. He was a veteran of World War II. Surviving are his wife, Bessie and three sons, William Walter and Gordon. The body will be at the Pope Funeral Home, 2301 E.

Fmery J. INemeth Veteran Missionary A funeral mass for the Rev. Emery J. Nemeth, OFM Capuchin, who served as home and foreign missionary 35 years, will be at 10 a.m. Saturday in Holy Cross Catholic Church, 8433 South St.

Father Nemeth, 62, died Thursday at the Marian Manor Nursing Home, River-view. He was ordained in the Capuchin order in 1939. Surviving are his father, Julius Nemeth three sisters and two brothers. The body will be at the John K. Solosy Son Funeral Home, 8480 South St.

Burial will be in the grounds of St. Bonaventure Monastery. Mrs. Leona Valade, Offieer of Firms Services for Mrs. Leona Valade of Grosse Pointe Woods will be at 11 a.m.

Saturday at the Verheyden Funeral Home, 16300 Grosse Pointe Park. Mrs. Valade, 67, died Wednesday in Secours Hospital, Grosse Pointe. She was the vice-president and secretary of Valiant Industries and the Vulcan Engineering Co. She is survived by her husband, Wilfred; a son, Jay a sister and four grandchildren.

Contributions may be sent to the Michigan Cancer Foundation. Burial will be at Gethsem-ane Cemetery. Dr. Marston Rates, Mdsquito Expert ANN ARBOR (UPI) -Dr. Marston Bates, one of the world's foremost authorities on mosquitoes and a scientific writer with enormous popular appeal, died at his home here Wednesday, the University of Michigan disclosed Thursday.

He was 67. An eminent cultural biologist, Bates was for 20 years professor of zoology at the university prior to his retirement in 1972. He became an international authority on disease-carrying mosquitoes while working with the Rockefeller Foundation's International Health Division. As an author, Bates was read throughout the world both as a scientist and an entertaining writer. Among his books, some of which were translated in to 13 languages, were "The Forest and The Sea," 1960; "Coral Island," 1958; "The Prevalence of People," 1955; "Where Winter Never Comes," 1951; "The Nature of Natural History," 1950; and "The Natural History of Mosquitos," 1949.

Bates was a member of a number of scientific organizations and in 1961 was president of the American Society of Naturalists. He is survived by his widow, Nancy Bell Bates; a son, Glenn, of Ann Arbor, and three daughters, Barbara, of Ann Arbor; Mrs. Sally N. Shankman and Mrs. Marian H.

He was a member of the Michigan State Chamber of Commerce, the Michigan Historical Society and the Michigan Press Association. He was secretary of the Michigan Higher Education Assistance Authority. He served as a director of the American Security Bank in Mt- Pleasant. He is survived by his wife, Constance; two sons, Tom and Sidney; two brothers: one sister, and five grandchildren.
