Parish rosary Wednesday 7 p.m. Lagos Cameroon Harcourty Pirates hit Lagos ports in daylight LAGOS, Nigeria (AP) The pirates in Lagos no longer bother to wait until dark to approach cargo ships in motorized canoes and fling grappling hooks over the sides. Armed with machetes, they now strike in daylight and head straight for containers bearing electronic equipment and spare parts for Mercedes-Benz autos. One day last month, Nigerian pirates boarded the West German MV Ulanga in Apapa Port right across from downtown Lagos at 8 a.m.

The ship had been attacked and boarded a week earlier while lying at anchor at the port entrance. "The crews are unarmed, they're totally helpless. The best thing they can do is lock themselves in their quarters," said a West European diplomat who asked not to be Identified. The diplomat represents members of the European Economic Community whose shipping companies are express- -lng increasing concern over a recent upsurge in piracy at the ports of Lagos and Port Harcourt, in eastern Nigeria. PIRACY IS AS OLD as the history of shipping along the coast of West Africa.

It reached what appeared to be a peak three years ago, when congestion in the port of Lagos resulted in up to 10-month-long waits for berths. Many ships waiting the time out in roads protected areas near the shore where vessels can ride at anchor were sitting ducks for pirates. In one raid, a Danish captain was killed. A representative of a Dutch shipping line said that although attacks had fallen off In the roads, as many as five or six a day are not uncommon now on ships actually berthed in the ports here. NIGERIAN GOVERNMENT officials had no comment.

Two representatives of a London-based protection and indemnity club, representing some of the world's major shipping companies, are currently visiting West African ports to discuss security problems with local officials. "There are problems in Freetown (Sierra Leone), Monrovia (Liberia) and Lome (Togo)," said one of the representatives, I.M. Fletcher. "But they're nothing compared to Lagos," he said. Fletcher said it was difficult to give figures on losses through piracy of cargo here, which comes mainly from the Far East and is destined for other West African ports.

"Insurance claims take a long time to settle, but let's say that each company might be losing around $300,000 each year," he said. R. G. G. R.

Authorities said numerous fingerprints found on a bottle of Cordon Rouge left at the scene of a break-in at a bank in Brussels, Belgium, last April led to the identification of the suspects. French police, acting on information received from Belgian authorities, Sun-1 day surrounded a camper with Belgian license plates near this southwestern French town and arrested four men, two from Marseille and two from Belgium. Three others were arrested in Marseille later. The camper contained a stamp collection apparently belonging to Brussels' National Museum of Stamps, police said.
