Beloved husband of Marion; dear father of Jack; also survived WASHINGTON (AP) A House committee yielded to heavy Carter administration lobbying Wednesday and approved by a one-vote margin a bill creating a separate Department of Education. President Carter, seeking to make good on a campaign pledge, has made establishment of the proposed cabinet-level department one of his top domestic priorities.

The House Government Operations Committee approved the measure by a 20-19 vote and sent it to the full House. Rep. Jack Brooks, committee chairman and chief House sponsor of the bill, predicted it would pass. A SIMILAR BILL won Senate passage Monday on a 72-21 vote. The new department, which would become the nation's 13th, would have a budget of around $14 billion and more than 15,000 employes.

It would be larger than five existing departments: Energy, Interior, Commerce, Justice and State. Opponents had counted on the House panel to kill the legislation, saying the most concentrated congressional opposition to the idea was among the committee's members. AMONG OTHER congressional actions Wednesday: A House subcommittee approved a proposed meat-import system that government officials say would allow more foreign beef to reach the U.S. market. The measure would help consumers by allowing more meat into the country during the early 1980s while U.S.

ranchers are rebuilding their herds, a cycle that reduces the amount of available beef, Agriculture Department officials said. The Senate Foreign Relations Committee approved a $4 billion U.S. contribution to three international development banks over the next four years. The panel also gave the Peace Corps the $105 million budget it requested but postponed a decision on whether the agency should be moved to a new spot on the government's organization chart. President Carter has promised to take steps to give the Peace Corps renewed vitality and autonomy but wants it kept in ACTION, the agency which administers all federal volunteer programs.

Aid bill revived; Detroit still hopes Free Press Washington Staff WASHINGTON A program Detroit is counting on to pay salaries of some 300 police officers was revived in scaled-down form Wednesday by the House of Representatives a day after it was defeated. But even supporters of the measure acknowledged that it stands little chance of final approval, meaning layoffs of police or other Detroit city employes may be necessary after the city's new fiscal year begins July 1. THE HOUSE Tuesday defeated President Carter's request for $250 million in so-called counter-cyclical assistance, a program aimed pecially at areas with high unemployment. Detroit would have received $7.7 million. The House approved a version Wednesday that would provide $200 million, with about $6.1 million for Detroit.

Rep. William M. Brodhead, a Detroit Democrat and a member of the House Budget Committee, said after Wednesday's vote that final approval "is still a long-shot." Michigan's 19-member congressional delegation voted 14-4 in favor of funding the program, with Rep. John J. Conyers a Detroit Democrat, absent Two robbers kill west side barman The manager of a west side Detroit bar was shot and killed by two holdup men Wednesday after he apparently refused to open the bar's safe for them.

J. C. Bryant, 58, was dead on arrival at Mt. Carmel Mercy Hospital shortly after the 12:45 p.m. shooting in the kitchen of his bar, the Chez Beaux Lounge, 14666 Livernois.

Customers told police that Bryant came Into the bar followed by two men. As soon as he entered, Bryant told the customers to "hit the floor," police said. The three men went into the kitchen, witnesses told police. A short time later, two shots were heard and the two men who had followed Bryant ran out of the bar and escaped in a 1975 Pontiac Grand Prix. Police said a safe in the kitchen was unopened and a small amount of money was found on the kitchen floor.
