While serving in the Army Air Forces, he was listed as missing in action for six weeks. Mr.

Brewer found friendly Chinese villagers who connected him with Chinese army regulars who helped him get back to his base 250 miles away. The war had ended by then. Democrats on Tuesday filed more than 242,000 petition signatures to let voters have a chance to block a new Republican-backed law that outlaws bingos held as political fund-raisers. The bingo supporters need 156,000 valid signatures to put the issue before voters. Republicans say signatures may have been collected i illegally and the law should go into effect April 1. Caught in the middle is Secretary of State Candice Miller, who promised to decide the dispute fairly, but who could feel heat from her fellow Republicans who want such bingo games used mostly by Democrats abolished. If the petitions are ruled valid before April 1 and the law is suspended, voters would decide in November 1996 whether it would take effect.

The fight to put it on or keep it off the ballot is certain to be loaded with legal and political posturing. "We expect they are not going to take the 242,696 petition signers' word and let the voters speak," Chris Smith, cochairman of the petition committee named B.I.N.G.O, (Bingo is Necessary for Grassroots Organization) said of bingo opponents. Democrats say they've used proceeds from weekly bingo games to fill MICHIGAN DATELINE Guilty plea in Pontiac billing case ONTIAC The owner of a typesetting company has pleaded guilty to charges of billing the city for unperformed work with the help of the city's former deputy mayor. Sandra a Applewhite, 43, entered the plea Monday to one charge of false pretenses and one charge of conspiracy to commit false pretenses. According to court documents, Applewhite and former Deputy Mayor Emmett Elliott Jr.

billed the city for work that was never carried out and split the money. Prosecutors said Applewhite will testify in Elliott's trial, tentatively scheduled for Feb. 27. He has been charged with 194 counts of embezzlement.
