DETROIT FREE PRESS 13A SATURDAY, FEBRUARY 14, 1998 Beadi Nottices TJ-M defends new wav STATE DATELINE METZ FuneralsServices Today GENTILE it decides admissions Critics say point system favors minorities Race is one of four factors for which BY MARYANNE GEORGE I'Yee Press Ann Arbor Bureau A point system has replaced controversial scoring grids used by the University of Michigan to rate applicants, but the university denied Friday that the change was sparked by a lawsuit challenging the grid as weighted against whites. The grids, which according to critics applied grade point averages standardized test scores differ ently for minorities and nonminori-ties, were one of the key factors in a discrimination lawsuit filed against U-M last year. The grids were replaced last fall with a point system, which simplifies the admissions process but does not substantially change the weight given to a variety of factors, Lisa Baker, U-M associate vice president for university relations, said Friday. "The grids were not eliminated because of the lawsuit," Baker said. "They were eliminated to simplify the process.

We. do not have two different admissions tracks for minorities and nonminorities. We never have." But U-M professor Carl Cohen, an opponent of race-weighted standards, said the new point system still gives minorities an unfair advantage. The system awards 1 to 20 points or factors such as personal achieve ment, leadership ability and race. Clinton Township Incinerator still burning The incinerator that burns garbage for Clinton Township, Mt.

Clemens, Harper Woods and the five Grosse Pointes scheduled to close today will stay open because the incinerator operator and the company that hauls the ash to a landfill could not reach a settlement. The cities want to shut the incinerator, citing costs, and have a hauling company truck garbage to a landfill instead. But the Grosse Pointes-Clinton Refuse Disposal Authority, which runs the incinerator in Clinton Township, is having trouble getting out of its contract with City Management, which hauls the ash. Authority chairman Dale Scrace said Friday the incinerator would remain open as negotiations continue. Meanwhile, the incinerator is running at a deficit that will be billed to the cities, he said.

The continued burning has Mt. Clemens Mayor Quinnie Cody hopping mad. "Somebody has got to say this has gone too far," he said Friday. "Let's pay it off and get on with our lives." By Jeanne May Wayne Englers grow into new car Gov. John Engler's family is growing up.

So is his family car. On Tuesday, Engler will drive away a new green Ford Expedition from Ford's truck assembly plant in Wayne. It will replace a Ford Windstar van that Engler and his wife, Michelle, use to haul around their triplet girls, who are now 3 years old. The Englers' new car "has a lot more room," said Rusty Hills, Engler's policy aide. "When you've got triplets, it's what they bring along for the ride that takes up the space." Said Cohen: "If you receive 1 point for your essay, personal achievement or leadership and 20 points for preferred skin color, who do they think they are kidding? Baker denied that race is the deciding factor in admissions and emphasized that the point system is only a guideline. Officials began working on the point system in March, several months before U-M was sued, Baker said. In October, two white students filed suit in U.S. District Court in Detroit claiming that they were de nied admissions while less-qualified minorities were getting into the Col lege of Literature, Science and Arts. A similar suit has been filed against U-M law school.

In court papers, U-M has denied the charges in both lawsuits. Terry Pell, senior attorney for the Center for Individual Rights, a Wash ington law firm that filed the suits, said Friday that "if race continues to be a major factor in determining admissions, the new system suffers from the same problems as the old." Staff writer Peggy Walsh-Sarnecki contributed to this report. Maryanne George can be reached at 1-313-665- 5600. In the 1960s and 70s, Mr. Bellanca served at the Legal Aid Defenders Association of Detroit, the Detroit-Wayne County Community Mental Health Services Board, the Detroit Civil Service Commission, the Catholic Youth Organization and the Hazel Park Racing Association.

In the early 1970s, he was among several people indicted on a charge of conspiring to conceal ownership in a Las Vegas hotel and gambling casino. Mr. Bellanca said he was innocent. However, he was convicted. While law built his reputation, Mr.

Bellanca had a passion for the theater. He trained in New York, and performed in Detroit's Attic and Gem theaters and in the Purple Rose Theatre Company in Chelsea. "When you're given a life sentence of six months and you're 27 years old, his philosophy wasn't to pace life, but to devour it," his brother said He is also survived by his wife of 40 years, Mary Janet; his daughter, Roselie Ann Posselius; one granddaughter; two brothers, and his mother, Roselie. In addition to his son, he is survived by his wife of 62 years, Genevieve; five grandchildren; three greatgrandchildren, and three sisters. Funeral services will be at 11 a.m.

Bellanca was diagnosed with cancer and given six months to live. On Friday, the prognosis came true. It was just about 39 years late. Mr.

Bellanca, of Grosse Pointe Park, a well-known attorney who built a reputation as a respected actor, died Friday Peter Bellanca from cancer complications. He was 64. "Everyone who had cancer found hope in my brother," said James Bellanca Jr. of his brother's fight against the disease. "He was an inspiration." Mr.

Bellanca also was an attorney to contend with. Under his legal counsel, alleged criminal chief Jack Tocco, a childhood friend, never was convicted of any crimes. Mr. Bellan-ca's illness prevented him from defending his friend against his current racketeering charges. Giving up the case was something he regretted, the attorney's brother said.

Officials who scheduled the announcement at Metro Beach, home of the marsh, refused to give details Friday. But Dave Moilanen, spokesman for the Huron-Clinton Metropolitan Authority, which runs the Metroparks system, said Friday that the boat launch will be discussed. Officials from the parks authority and the state Department of Natural Resources say the launch is needed to give the public lake access. Environmentalists say damaging Point Rosa isn't worth it Harrison Township officials are opposed because the launch would draw traffic.
